Shanghai waterfront used to illustrate cruise entry to China

The Short Answer

A foreign tourist group of two or more people arriving by cruise ship and organized or received by a China-based travel agency can enter visa-free through designated cruise ports for up to 15 days. The group must enter together, continue to the next Chinese port on the same cruise ship and remain with that ship until it leaves China.

This is a group cruise policy, not permission for an independent passenger to disembark and build a separate overland itinerary.

The Four Conditions

ConditionWhat it means
GroupAt least two foreign travelers on the filed group roster
AgencyA domestic Chinese travel agency organizes or receives the group
ShipThe group follows the same cruise ship to each next port until that cruise exits China
Time and areaNo more than 15 days, inside the permitted coastal regions and Beijing

The National Immigration Administration's official announcement controls. The cruise line and receiving agency must confirm the passenger roster and port process before sailing.

Eligible Entry Port Cities

The 13 port cities are:

  • Tianjin
  • Dalian, Liaoning
  • Shanghai
  • Lianyungang, Jiangsu
  • Wenzhou and Zhoushan, Zhejiang
  • Xiamen, Fujian
  • Qingdao, Shandong
  • Guangzhou and Shenzhen, Guangdong
  • Beihai, Guangxi
  • Haikou and Sanya, Hainan

The permitted activity area is the coastal provinces, autonomous regions and municipalities, plus Beijing. That does not mean a passenger may leave the filed group or travel independently to any city in those regions.

Correct and Incorrect Uses

Normally fits the policy

A two-person-or-larger foreign group sails into Shanghai, is received by a Chinese travel agency, follows the organized shore program, rejoins the same ship, continues to another eligible Chinese port and finally leaves China on that ship within 15 days.

Does not fit

  • one independent passenger tries to invoke the group rule;
  • the passenger disembarks in Shanghai and flies home separately;
  • part of the group stays behind while the ship leaves;
  • an overseas seller has no China-based receiving agency or filed group arrangement;
  • the itinerary adds an inland destination outside the permitted scope.

What to Confirm With the Cruise Line

Ask in writing:

  1. Is this sailing using the NIA cruise-group visa-free policy?
  2. Which Chinese domestic travel agency receives the group?
  3. Is my passport/nationality accepted for the filed roster?
  4. Which shore excursions and ports are included?
  5. Must I buy the ship's excursion at every port?
  6. What happens if weather removes a port or the ship changes its China sequence?
  7. What visa is required if I embark or disembark in China rather than merely visit on the same cruise?

Do not infer eligibility from the word “cruise.” A one-way voyage ending in Shanghai has a different immigration problem from a foreign cruise that visits and leaves.

How This Differs From 240-Hour Transit

Cruise group entry240-hour transit
group of two or moreindividual travelers can qualify
domestic travel agency receives groupno tour group required
same cruise ship until China exitconfirmed onward ticket to a third country/region
up to 15 daysup to 240 hours
coastal regions + Beijingcurrent specified areas in 24 provincial-level regions

Use the 240-hour transit guide when the route independently meets that rule. Do not combine fragments of two exemptions to create a route neither allows.

Frequently Asked Questions

Can I stay in Shanghai after the ship leaves?

Not under this cruise-group policy. The group must remain with the same cruise until it exits China. Obtain a separate valid entry basis before travel if you want a post-cruise stay.

Can I take a train to Beijing during a Shanghai port call?

Beijing is within the geographic policy, but the receiving agency, ship time and filed group program control. Independent travel that breaks the group or misses the ship is not permitted.

Does the 15 days start after the first day?

Do not calculate this yourself from hotel nights. Ask the receiving agency and immigration to confirm the official entry record and required departure. Cruise schedules can change.

What if the ship is diverted?

The cruise line and receiving agency must coordinate with port immigration. Keep a valid travel document and follow official instructions; do not improvise an overland exit.

Before Sailing

  • carry the passport submitted to the roster;
  • keep the cruise ticket, next-port schedule and agency contact offline;
  • confirm travel insurance covers cruise disruption and medical evacuation;
  • check whether each shore visit requires the group excursion;
  • obtain a visa in advance when the embarkation/disembarkation plan falls outside the exemption.
